Well, on the issue of the serpent + rider not being cold-blooded, please note that the rider him/herself is a significant-and probably sufficient-heat source. I've had some experience with snakes and they don't need to be inside an oven to be relatively comfortable.
Cold-blooded reptiles probably should get at minimum a 25% poison resistance, across the board, because of their slow metabolisms and generally extreme toughness. Not to mention that they've, as a species, been around for so many millions of years, that they're bound to have some immunity to anything natural.
