re - cloaking

If I have 2 fleets - one cloaked and one not. If I Shift-Left Click and move them together - will only one fleet show to the enemy?

Yep. You can even do it with one ship of a fleet. Or just one ship out of a fleet.

Don't be too impressed, this is a common trick for the AI to pull
