is spotting affected by training/morale?

I'm trying to figure out how to use recon/scout formations without having them annihilated on contact. Sometimes troops can be sneaky, but vehicles definitely can't. I can't tell if poor quality troops are worse at spotting? Ive tried moving slowly, sometimes just 1 hex per turn....still get spotted in a vehicle. Is there any way to not get spotted or is it just a limitation of the game?
