Supply Storage Bug?

One thing I don't understand is the following:

In one simultaneous game, I have resupply level 4, but only get supply storage 1 out of it.

In another sim game, I have resupply level 2, but can already use supply storage 2.

What am I missing?

That would be because Supply Storage is in the Cargo research line and not Re-supply
