Planet conditions red herring?
It appears to me that race growth is not connected to the planet conditions, nor does Environmental Resistance seem to do anything for a race's environmental conditions. Are these things used by any part of the game for any reason? I cannot find anything in the data files that uses them other than the fact that you can change planets to have better conditions and modify a races environmental resistance at the start of the game.
Do these things do anything?

As the planet's conditions worsen, the population growth rate decreases.
Environmental resistace is not quite what you would expect.
IIRC, 5% ER == 1% reproduction (traits).
Conditions effects are very pronounced if you reduce the reproduction rate of your race.
My piratey races for P&N get 0% growth under all conditions except for:
Optimal/Happy := 1%
Optimal/Jubilant := 3%
Even Good/Jubilant := 0%
