Crimea was annexed by Russia. In eastern Ukraine there are riots and pro Russian supporters want to separate the Kiev government.
The Kiev government reacts by sending a force to Sloviansk, main city taken by the rebels.
Kiev prepares a raid through western Sloviansk.
objectives:
Ukrainians objectives of the mission are:
1) Ensure access from the west Sloviank.
2) Clean the area of separatist forces.
Bylvasivka is a neighborhood or town that is west of Sloviank. Take Bylvasivka involves having a bridgehead to enter Sloviank, so it should be cleared of enemy forces.
The aim of separatists:
1) Avoid infiltration and settlement of Ukrainian forces in Bylvasivka.

I played the scenario to a Marginal Victory. I won't give a full accounting, however, the Ukraine attack helicopters did not fight. In general, the pro-Russian Ukraine or player 2, sometimes confusing because both forces are labelled with the Ukrainian flag, used the Rifle Company C formation. Normally, this is not a problem, but the area a Rifle Company have to cover are too large. Instead, I would suggest a smaller independent formation of company level with organic ATGM, Inf-SAM, HMG, and a Sniper Team, with three rifle sections. I counted about six such companies to replace the two Rifle Company C formations. I believe this type of formation may more closely resemble what we find in Eastern Ukraine today.
Okay, so after the battle, I checked in Editor to find that player 1 (the AI) did not have waypoints leading to VF objectives. Also, I think not all the Victory Flags were used.
In the south, I held ground once passed the Krasnoarmiss'ke area, and we held the center and the northern areas. We had to set an ambush at Hex 110,61 as the VF was undefended.
197 Kiev Ukraine to 115 Russian Ukraine
Total Score: 712 to 2523
Summary: Marginal Victory

Two remarks, on the fly - change those T-80 tanks into T-64BV or T-64BM Bulat, iirc Ukraine had phased out its T-80's last year (or in 2012).
Second - change Ka-29's to Mi-24's and/or Mi-8's, those Ka-29 are being used by the navy (or were, I don't what is their current status due to the losses on Crimea) and they're not being used in the counter terrorist op in the east Ukraine.

Arrangement according to some observations:
1) I used all victory points. Before I had not used them all.
2) helicopters into battle. Before they did not.
3) I changed helicopters K29 by Mi24.
Shahadi:
I am studying the option of adding reinforcing forces for both sides. Although a difference in favor of the Ukrainian forces.
I hesitate to use weapons ATGM in the separatist forces, because I do not know if they have these weapons and that would be a great advantage to the separatist side (Human)
Paulus_PAK:
Tanks T-64BV and T-64BM are not in the oob Ukraine. So I left the t 80.
Upload the files if anyone wants to test the changes. Maybe there are new changes later.

They are there up to 2020 - in the CS Tank and Reserve Tank formations/Unit classes, just not in the regular tanks platoon/coy. You can always change the gun and/or ammo load if needed - you have the tools in the scenario editor.
Unit 76 (T-64B model)
Unit 619 (T-64BM Bulat)
Or - simply roll the scenario date back to whenever the BV model is available as a mainstream tank (2004), buy some (or use change unit on existing bought items), then change the scenario date back to the desired date.
As to not placing all the V-hexes (even if nil value) on the map - that is one of the SP 101 basic newbie's errors, which as I recall is already covered in the scenario design notes. Dont ever leave V-hexes "off map" or you will likely see the AI forces try to navigate towards them!. If nil value - stack the unused ones on top of one with real value and change them to that V-hexes nationality if necessary.

I'll fix the issue of the tanks.
On the victory points, I did as you said. I placed VPs with zero score on the other VPs established.
