Mephisto - Encountered an Oddity with the Narn

Havent heard whether any one else has come across this, but, on occaisions the AI builds defense ships with one PD, one APB and sixteen armour points! The buggers dont do much damage but they do take a lot to kill!
Out of curiosity, I checked the DesignCreation file and noticed that the Majority Components Space per One was set to zero. Was this intentional? What purpose does it serve? (doesnt seem to make the AI any more effective, apart from entering minefields!).
Anyone else observed this?
