Underwater map move

I'm in a game as an underwater nation at the moment and whenever I try and move any of my units they can only move one province even if their description says otherwise. Is this correct? I'm sure I've seen opposing armies move many provinces, am I missing something here?

Underwater movement is restricted to one province at a time. But keep in mind that on most maps you can cover quite a bit of ground relatively with one water province.
