Both nations are in strong positions.
C'tis is a strong contender for second. Winning a war with Machaka. Artifacts, SCs, all the endgame goodies to play with.

Ulm has been at peace for most of the game. The player has vanished, so no one knows quite what he has, but I have seen Tartartians, so he's managed to diversify. You'll likely be able to surprise everyone.
