Venezuela OOB
Is there any plan or thought to add Venezuela to the OOB list?

There are no plans to add any additional OOBs to the official list from what we've been told.
However, there are those of us who have been working on our own making OOBs. Venezuela was suggested to me, along with Colombia, and I had thought of trying to do Mexico myself. While a lot of work, if you're really interested you might want to investigate doing it yourself as well.

Colombia and Venezeula have come to mind here too...
If you have extensive enough material to patch up a coherent OOB from 1946 to 2020, I for one wounld be interested in seeing that.
I think there are a number of people working on their own, non-standard OOBs here in any case; as far as I'm concerned I'm sticking with Morocco and Slovenia (with big lumps of salt on this one).

For these nations mentioned, you surely know you can use+modify the 'Green' OOB (Latin America) and the 'Red' OOB for Eastern Europe-
About Slovenia, as you mentioned it: actually you will find the unique Slovenian 'Valuk' APCs (a version of the Steyr Pandur 1) in the current Red OOB so it's not that bad at all! Just keep modding it + publish it here to make it even better!
Of course it would be nice to have several additional countries but as you've been told, the game doesn't allow for that to be done. Morocco, Venezuela, Columbia would all be great to have, I fully agree.
Another idea: For those African nations that are missing, another idea would be to sacrifice an OOB of a smaller nation and use the slot to create a third 'regional' OOB just like red for europe/former USSR states + green for america... in WinSPWW2 you also got 3 such OOBs so that might be an option - what do you think?

I think its more safe to say that there's no intention to add more nations to game releases. The game's built in editor very much allows one to do almost anything. It would be very easy to find nations with base exp/morale ratings that seem appropriate and appropriate timelines (most Latin American nations are 1946-2020 which makes it easier). You just have to find nations that aren't important to you when you'd be playing in a a region.
This was house Laurent Touchard's Vietnam pack was, which I modeled mine after in format. There's multiple new OOBs in there including the from scratch created Lao and Philippine ones.

I'm talking ColdWar2020 oob sadly, nothing worth releasing for the heathens...
I agree that in the real world Slovenia can be shoved in a corner of the Red or Croatian OOB, but I'm thinking of getting use of the Slovakian OOB. It's unlikely I'll need this one in the context, and the dates are pretty close.

My idea as well. Maybe even scrifice the OOB of a lesser African country of the desired area (central/western/equatorial Africa, have your pick) to expand it to a multinational stock OOB similar to Red or Green?

Yeah - just like in WW2, call it blue or whatever and put in all the formations needed to relieve some pressure from red+green and to make it easier to distinguish between the regions.
