How to stop ships retreating?

I set both movement options for retreating to false in the strategy "don't get hurt" and still these ships retreat from the combat sector to an adjacent sector, which is not at all what I want my non combat fleet support ships to do.
How can I stop this??
I know I can disable retreat completely for the game in the settings.txt but I would like this just for certain strategies/ships.
