Default Interesting movement bug. Any suggestions?

I am creating a mod that utilizes powerful units that I want to limit to the province they are summoned in.

This works fine when the nation is player controlled. Trying to move one of the units out of it's home territory brings up the "Army unable to move" dialog window like it should.

The dilemma comes when I set the nation to AI. The AI seems to be able to ignore 0 map movement and can move around the map with the units, which is undesired because of the strength of the units and the overall theme of the nation.

Is there a way I can limit a unit to one territory without setting it to immobile? I want these guys to be able to move around on the battlefield, I just don't want them moving to another province.

I tried out a wished-for non-commander treelord, they appear to have #immobile but have map movement points on the stat screen... didn't move.

I guess there are no 0-map move units without #immobile in the base game?
