Can assassins attack commanders in castels?

yes, but i think they override a retreat order and i dont think fear affects assasinations (please say if it does)

The retreat order does indeed result in sure death (this goes for the assassin as well as the victim).

One caveat is that I dont think that assassins can kill commanders in a fort while it is being seiged? Or vice versa.

No, you're correct. Assassins cannot assassinate besieged commanders, but can freely assassinate when their side is besieged.

Lemme just beat you to what may or may not be your next question: assassins cannot assassinate sneaking commanders, even if you're absolutely certain they're there. Flames From the Sky and Murdering Winter can target sneaking commanders, though. And I imagine assassination and remote damage spells like Manifestation, Earth Attack, Seeking Arrow, Fires From Above, and Mind Hunt can do the same, though I haven't confirmed this.

Hmm. If that's the case, it means you can use scouts to safeguard your SCs from certain assassination spells, without risking them in combat. Cheap.

Seeking arrow cannot target sneaking commanders for sure. I remember successfully raiding enemy bloodhunting province - their Member of the 3rd tier fled to neighbouring province where he was spotted by my scout. I promptly sent several seeking arrows there, they all failed to find a target as the enemy commander sneaked away.
