Default Harpy Freespawns - bug or design?

I'm wondering about the harpies that Pangaea accumulates for free in the capital and whereever Arcopythera the harpy queen is - is this a glitch, or a feature? I know that it's rather irritating for Carrion Woods, as the harpies accumulate as does the upkeep for them. It seems rather like a glitch, as they don't only come where Arcopythera is, and her description doesn't mention anything about harpies flocking to join her.

Anyone have some information on this?

She's the harpy queen. She personally accumulates them, not any province in particular.

A feature.

Different persons, different opinions - Carrion Woods or not, I'd say they're a always a blessing myself. And if you don't like them, it's much easier to get rid of excess harpies than militia because of their greater mobility.

They don't??? I don't remember ever seing these harpies spawn where Arcopythera isn't, and I play with Pangaea quite a lot. Are you sure of this?

Yeah with ermor those suckers fortunately starve away by time .
But since Pan CWs forts still provide some supply the "luckmilitia" especially is very annoying .
