Default Question about starving and The Sundering

On the English Version of The Sundering map, I have some troops in Beacon City, which _looks_ like a plains province. I have more troops than supplies, and get a "troops are starting to starve" message. None of my troops show starving or disease, except one who was diseased in battle months ago. All my troops have forest survival.

So, questions:

1) Does the English Version of The Sundering map think Beacon City is forest?

2) Does the English Version of The Sundering map think the green "grass" provinces are all forest?

3) If you have survival skill for the terrain, can you stuff as many units with survival there as you like, and never suffer problems except for non-survivalist troops?
