Counter Intel Calculation
In v1.11 the notes state that Counter Intel is now effective during the entire build period.
Does anyone know how effective?
If it is fully effective each turn then just loading up you tasks with Counter intel 1 x4, 2 x4, 3 x4 will prvent even the most determined intel attack. with a reduculisy low point cost.
However, if the task was as effective as the per turn % of total cost paid then the value of counter intel would be more balanced. This might require changing the cost of counter intel again, but this is available in the text files and is easy to adjsut.

It's based on the number of points spent on counter-intel each turn. Basically, if you spend X points a turn in counter-intel, no matter how many seperate projects you have going, enemy ops on which they are investing <X points that turn will fail. I'm not sure how this basic framework is modified for various levels of intel and counter-intel operations.

I had thought I've seen something saying that the points you spend on counter-intel are essentially subtracted from what your enemy is spending on an intel-op against you. So it slows them down or stops them, depending on the points both sides are spending, how many ops are happening against you, and the op level (ie: a level 1 op vs. a level 3 counter-op).

It does...
but in case your thinking that all counter ops will protect you... it won't. There is I believe a limit on how many operations each counter-op can counter regardless of your intel vs enemy intel...
What do I base this on?
I was a mega evil empire with excess of 1Mil intel VS 18 AI empires that when added all together had less intel than me... however they were still able to get some intel ops through. (Not just PPP either.)
However I have to add that that was with 1.02 not 1.11... havn't really checked it since then.

I know that in 1.02 that counter-intel was only effective on the turn it completed. In my current game I have been preventing all intel against me when I am at war with all 14 remaining empires and my intel points are greater than their combined total.

Does anyone know what the ratio of intel to counter intel ops is?

So under this system there is "never?" any reason to invest in counter intel at a level lower than your current best level, e.g. Never spend intel points on a leel 1 op when you have the points for a level 3 op, or to invest in more that a single recurring operation.
I am curious to know if running more operations with lower points per turn helps to stop more attacks.
