Cloak question

I finished my first game to the end and have a question. The cloak tech blocks level 4 scans but level 4 scans are the highest. Does this mean it's impossible to detect a ship with a level 4 cloak?

The manual appears to be wrong on this. The cloak III (level 4) doesn't block out sensor III / 4's.

As it stands at the moment any of the sensor III components can see cloak III ships.
