Default Maximum Systems to Defend at a Time

Has anyone raised the value for Maximum Systems to Defend at a Time from 3. If so,what were the A.I.'s results?

The Darloks (1.31) defend 4 at a time.

My theory (again based on trial, error and assumptions when viewing the AI players every 10 turns) is that the minister who controls the defense fleets coordinates how many systems these fleets will operate in. When I had this set to 3, it seemed like the defense fleets would never venture far from the homeworld even if they controlled 4-5 systems. When I bumped it up to 6, it seemed like the AI split it's defense fleets up into one and two ship fleets all spread out. So, I bumped it down to 4 for now. But to be honest, without looking at the code - I can't say much else other than what I have observed.
