How do you stop Rioting?
Hey all,
Very nice game! That out of the way. Does anyone know how to stop rioting? I took over 20+ planets and left troops on each of them. Almost all of them are rioting. Two of the systems has Urban Pacification Center III's. I would think that after I took them over that they would work for me. I don't see any other ways to control/modify the happiness. That was one benefit from SEIII that was lost. Any ideas?

I have had to wait many turns before the slow change in happiness caused the rioting to stop from Pacification centers.

Move a fleet in the system (10 ships or more) to speed up the process. If you want a certain planet to quit rioting, move the fleet directly over that planet.

Nothing like threatening a rioting population with imminent dstruction from your fleets to calm them down. Maybe a new component? Orbital Gas Canister. Equip on a ship move in orbit drop it down and ppl get happy fast...
Maybe a bomb own planet order to stop the rioting... several of the race descs mention the race bombing their own people when they revolt.

Happiness is determine by what type of race you are. IE if your race is bloodthristy then they want fighting etc. To make planets happy you need to remove the troops! Nothing reminds populations that they are conquered more then troops.

Ah.... and here I'd been assuming that more troops would make them less likely to riot, since it constituted a larger military presence.
<begin side rant>
Is all this sort of stuff - troops incense captured planet populations, counter-intelligence ops are effective the entire time they are running, when resupply occurs in a turn, etc amen, in the manual that didn't get printed? I'm pretty sure it isn't buried in the HTML doco that explains what the buttons do. The more I learn on this forum from the beta testers, the less I am enthralled by the documentation.

James, if you look down in this forum a bit, you'll see my "manual disappointment" post where I say much the same things as you do here. I think the html manual is fully what would have been printed up, so nothing was lost. In that thread, Malfador and Shrapnel state there was too much detail for them to broadly cover all possible questions in the manual, but they are going to put up a web page which answers specific detail questions.
In the meantime, your best bet is to read the forums here (and I also like the SE4 Center ones at: http://www.connected.bc.ca/~thomas/se4/ )
There's a lot of very knowledgeable people on the forums and you can pick up a lot if you got back a few pages and read the old Posts. That's how I found out a lot of stuff.

Lintman - thanks for the info, though it's something I've already been doing. 8) And I broadly agree with your rant on the manual; it's just that my reserve took longer to break than yours. 8)
The *real* shame of the documentation is that it will likely drive people away from the game because it's difficult to figure it out initially. I know a couple of people who gave up on it because they couldn't figure out how to make things work in the demo. They miss out on a great game, Malfador/Shrapnel misses out on profits, and thus we might miss out on having a SEV. 8(

That business about 10 ships or more is rather dumb, you tell me that 10 escorts scare a population more into submission than 1 Dreadnought?
My solution, which did not work, was to build the ISF Security, a D-7 class security cruiser with cargo space.
After moving in to orbit, it transported a large group of Klingon fighting vehicles and Warriors down, then transported up some of the rioters for 'negotiation'.
..Then we put them in the air lock and opened the outer door, broadcasting their screams planet-wide.
Then we beamed up more...
It is unfortunate that this tactic proved unsuccessful. The alien slave population of Resselak III is now just a navigation hazard in that system, no more...

I don't know where you're getting the "remove troops to make em happy" thing:

That's a -2 to the ANGER rating. So the people become happier.
The problem is that your pop is probably at the maximum anger level (+200), and rioting starts at +75.
You need at least 10 troops just to keep the people from getting angrier.
50 additional troops should get your planet back to productivity in 4 turns or so.
Also, fighting as a peaceful race will hurt, and making peace as a bloodthirsty race will slow you down. Any enemy ships in the area will boost anger ( even if cloaked (at least until the next patch)).
Fill up the planets with troops, and stack ships on the best planets. Then wait a year.
