Default Launching single units

In simultaneous turn games, the "launch/recover units" command is not available. Unfortunately, "launch units remotely" seems to assume that you want to launch as many units as possible.

Suppose, for example, that I have a transport full of mining satellites that I want to deploy in a system chock-full of asteroid fields. How do I launch *one* satellite per sector? Launch units remotely always launches 4 * # of satellite bays.

Have two ships travelling around to place the mining sats. One deployment ship, and a cargo transport.

Every turn, "Transfer Cargo" one sat to the deployer, and have it remotely launch the sat.

This is a kludge, of course. The real problem is that the game cannot define a number of units to deploy, and this means that the AI cannot regulate its own unit deployments except by how many units it puts on the ship. Definitely another 'rough edge' of SE IV.
