How far is far?
How many systems away from center do you use as the main or kernel part of your empire?
Given that it takes a certain amount of time to move ships, etc from place to place.

With WP manipulation, every system is next to each other, so the entire empire is the "center".

Someone else pointed this out once ...
There is no core or center, if the AI wants a system, let them have it, you can reclaim it some other time.
No system is truly the fringe, they can all build shipyards and mass units to be safe, except for some small planets in sparse systems. But then again, they just have to be defended better.
Your mileage may vary, especially but not exclusively for Proportions mod, and galaxy maps hand drawn to contain choke points.

If a fringe system is too far from ships, then that system becomes a new center of ship building. That is until propulsion, supply storage and resupply technology advance enough then what was a long distance collapses to a short one via the same quantum physical process by which the planet earth has become smaller recently in the past few centuries

Like so many other questions, my answer is, "It varies."
I never really consciously declare anyplace the "core"; I just let the game develop and put things where I need them.
