One thing you have to remember - with big maps, it will take forever to move infantry, as it will probably be jungle terrain which is very restrictive to infantry units, probably what will happen is that after one fire fight your infantry units will be pinned in the same spot for a few turns, even if you win the fire fight. Even wheeled or tracked vehicles will be slow in the jungle and will take heavy casualties. With small maps your helicopters will be prime targets, as most SAMs, even SAMs carried by infantry will be able to target them all the way from the other side of the map. In the end, with any map size your going take heavy casualties, so I would suggest to include a lot of off map artillery when designing the scenario. Restrictive terrain is very formable. I don't know for sure, but I would say that the guys you want to win would need approximately 5 times more troops than the other side, maybe four, three, or two if you have a lot of support.
