air points
When I buy lights helicopters they are not deducted from the air points. Only heavy battle helicopters are discounted.

I seem to recollect that at some point way back (I looked through the update bullet points for a few of them..) it was decided that only strike air would decrement air points, transports would not (provided at least 1 point remained unspent).
I think that was to allow those players who like to do air cavalry or jump out of plaens on handkerchiefs in random battles (and campaigns) to be able to deploy enough paratroopers or desantniks wheter bought as [A] type formations or by buying transport helos or cargo planes in sufficient numbers.
Scout choppers are transport types (even if only scout level lift).
but which release that was done for - IDK, may have been back in the steam-driven MSDOS days!

Can confirm it has always been possible to buy transport air so long as you have air points remaining they do not deduct from them.
So that way for 10+years to allow Paradrops & Air Assault

It is not a real problem. For PBEM games, it can be agreed how many light helicopters can be used besides attack ones. Because the problem is when they use light helicopters to attract anti-aircraft fire. You use your sam ammo and then they kill you with the Apaches .
And not only that. Light helicopters don't just carry, they are armed.

after about 1966 most transport helos are armed too.
