Default Priority target hexes

Not a major problem but changing arty routines seems to have mucked up priority target hex assignments at least in meetings. Only had a quick play once noticed but after 1970 I think any FOO after the first adds 1 priority hex in a meeting engagement
The first FOO might need Laser RF or GPS to trigger this

Example 2 FOOs with GPS after 1970
Meeting =1
Post 1970 =1
Laser RF =(1 twice)2
GPS = (2 twice)4
Total = 8
But you get 9 because it gives another for the second FOO I am guessing.

Post 1970 1 Laser RF FOO plus 2 basic FOOs
Meeting =1
Post 1970 =1
Laser RF =1
Total = 3
But you get 6
So something else is going on it would be 5 if additional FOOs added 1 each

Used Canadian think 2005
Brits think 1990
