Upkeep fractions
So a units upkeep is /15 for regular units and /30 for sacreds.
Is the game keeping track of the upkeep cost of my 7 gold priced militia?

The game essentially totals up gold cost for all units, and then divides by 15. Not sure if it calculates Sacreds separately, or just adds half for each to the total - but it certainly doesn't just round down on every individual unit.  Militia particularly are considered terrible in terms of upkeep/power.

I wouldn't say so. For some purposes they are quite cost-effective. One of the most obvious examples is patrolling - they have 12 AP and 10 precision which means a good patrolling value for a 7-gold unit. Slingers are better in this aspect though.
Second option is using them as (preferably buffed) chaff that will protect your mages while they throw deadly spells. If you have to buy something that has to die then why not militia?
The one thing you should clearly understand about militia is that they are not supposed to kill anyone.

Militia can even be quite good at killing once buffed with Strength of Giants + Army of Gold + Weapons of Sharpness (by Agartha, for instance, or another Earth power like Ashdod). Enemies tend to fatigue out killing hordes of chaff, and then die, whereas the militia are only taking 2 fatigue from each attack. Add Darkness for extra fun (since it effectively halves the skill difference between chaff and elite troops).
You still expect to lose a lot of militia in the process, of course.

Oh come on, they're still total garbage for most nations - especially since you left out Sermon. If I saw a few hundred militia coming at me from Agartha, I'd get some Panic/Terror spam ready.
