value improvements
can I have more than one value improvement on a planet(that works). I am playing a game with the finate switched to on.

No, this is only a problem in finite resources games. In standard games, the percentage is added to the planet's value--0% + 3% = 3%. In finite resource games, however, the percentage is multiplied by the current value before adding. If your planet has 500000 minerals remaining, it will add .03 x 500000 = 15000. If it is worthless (0 minerals), it will add .03 x 0 = 0 minerals. If your planet gets down to zero value in a finite game, it is irrecoverable.
