Yes, the Value Improvement facilities stack. However, in a finite resource game, they have a slightly different effect than in a regular game.
In a regular game, a planet that has 100%/130%/90% value, and has three Value Improvement level III facilities, will increase in value by a flat 9% at the beginning of every year (turn XXXX.0). So, the values on the planet would increase to 109%/139%/99%.
In a finite resource game, the values are instead multiplied by the percent given by the Value Improvement facilities. So a planet with values of 100kT/130kT/90kT and the same three facilities would increase to 109kT/142kT/98kT. So, the Value Improvement facilities are very valuable for high-value planets, where a 9% increase of 1mT (1000kT) availible resources is substantial, and could give you the edge over opponents who plan less.
