Are transports meant to work this way?

I was messing around in the design screen and noticed that the transport could be created with items that generate cargo space such as minelayers.

I was under the impression that transports should have 50% cargo holds not X spaces of cargo.

However it is the end of a long day so maybe I am
not thinking straight.

50% components by space used, must have cargo ability.
This would include Colony modules as well, since they have 20KT of cargo space.
