I've tried to find this in the game manual, but so far no success. What do the different radio values represent for the various units?

You'll want to check the Mobhack help file. The basic principle is:

Radio Code - the tens part of the number is the chance of the unit being given a radio (for forts, assume 'radio' can cover field telephone). The digits will be 0, 1, 2 or 3 never anything else (no "75" for example). A figure of say 2 could be used here - for example for an infantry unit which will never have a radio issued by the code (no tens part in its radio code) but is commonly picked by the AI ( a 2 in the digits part of its radio code).
There's a more detailed explanation of what the codes mean in the help file (search for radio code).

A unit with a 90 code would have a radio ( the 9 )and be a average available unit ( the 0 )

A unit with a 12 code would have a very low chance of a radio and be above average in availability ( ie the AI will like to pick it more than a unit that doesn't have a 2 as the digit

Radio codes in the game have, in the past been incidental in the game almost always gave one out to every company or platoon or section commander regardless of the radio code . For the next patch, for both games, all that is going to change and every formation will be reading the radio codes and generally unless it's modern era units it will mean far fewer radios on the map to spot for artillery.

We'll issue further details before the patches are released
