Unit 161 / 947- Mig-29 Russia

Has noticed, that at Mig-29 one year of acceptance on arms (unit 161 and unit 947) different EW (6 and 9)
So should be ?

Interestingly why at Su-27 for example in 1992 EW (3 pts.) it is less than at other Soviet planes (Su-24 = 5, Su-25 = 6, Mig-27 = 5) which have been accepted on arms later ?
