Quits/Loads and cheating

As a keen PBEM-player one thing puzzles me.
When playing secure PBEM- game is it possible to cheat when using "save this turn and play it later"-button? I'm in the belief that it only increases the number of quits&loads that are shown when button "1" is pressed during the game and does nothing more. So after playing 10 turns and quits&loads are 20 is that an indication of cheating?When does the "Faults" come?
