From the 2.0 patch upgrade items list (available as a sticky at the top of this forum list):

34) AA radars will now spot planes and helos at ranges beyond the firing unit's ground vision rating

NB - LOS to the plane will still be needed (ie if you plonk your flak inside a wood or in a valley they will not have a good arc of fire
