Consider who can give what to whom.
From a few years later than today you can assume that your guys will get their hands on a few Javelin ATGMs, since these are being bought by just everyone, including nearby Jordan and Oman, and maybe some rounds can be smuggled out of Iraq, etc...
Probably they can get refurbished ATGMs from Iran, Pakistan, etc., like the Tandem-wathead SACLOS Ra'ad-T or the TOW-2-class Baktar Shikan. Nothing that would kill a Merkava 4 though...
Black Eagle won't go unnoticed since no one has bought them yet. T-90 as much as you like I guess, but Russia openly rearming Syria would lead to a very interesting international situation needing many more new OOBs...

Now I think I remind the Mujahadeen scoring really good hits with stingers, being trained by US operatives, so "aiming with wrong end" seems out of question for weapons in any considerable quantity. Moreover, modern weapons generally are much easier to man than older ones (compare firing a Javelin with an old MCLOS Malutka). Training can be done on the spot and bouhgt like any other service, so don't consider that poorer people are less competent just because they don't have the hardware, this can really sound offensive.
