Water Resources
In two posts on this topic it has been made clear that castles on land do not "take" resources based on their admin values from friendly neighboring water provinces.
But in an SP game I am using to test my nation mod, there are three friendly water provinces with 0 unrest in them; of these 3, 1 of them has 0 resources available, 1 has 1. Can there be any cause of resource loss which is not caused by unrest or by neighboring friendly forts?
I ask, because in both of these provinces, there are three resp. two friendly castles bordering them, and these are all on LAND.
These provinces are all owned by a non-water nation.

Water provinces often have very little resources, and if you have sloth it will go down. However, I don't know if it can go to 0.

Incidentally, population is not really needed for resources, so long as you have a minimum amount to use those resources. You need 1,000 inhabitants to use 100% of the resources available; it will then drop by 1% with every 10 inhabitants you lose.
Have you noticed a high number of resources in your forts Tinkthank? It seems like the forts do draw the resources in this case, or you have been unlucky enough to get several provinces with virtually no resources (the worst I saw in water provinces was 4 or 5 resources, and it was under Sloth 3 and with some unrest thrown in for good measure).

ok, i checked, and productivity is indeed 3 -- here is a screenshot.
Never seen this before.
Seems to me as if forts DO INDEED take resources from neighboring water provs. (Forts in this game by this player are castles with 40 admin.)

I can sort of second this: I once conquered a water province with shark knights. I could only build one of them every other turn, but after building about a dozen, I would not get them anymore - and I suddenly realized that resources had dropped to zero...
However, I am having sloth3 and I cannot recall the initial scales, but that sea province is pretty well inside my territory and has a dominion score of 10. I definitely built some land castles around it later on...
