I think that plagues would most decidedly fall under the Category of 'orbital bombardment' as would atmospheric bombs. probably more so since they specifically target civilian population and you cant even try to argue that you were aiming for their weapon platforms.
So whats the word, should I create this game? I was hoping for about 10 players in a 150-200 system map. does this sound like a good spread? people would need to be fairly powerfull to take on the judicary race I have planed, even though i was not going to have them colonize anything beyond their central system, and large empires with slow conflict resolution would lend towards more role playing I think. More than 10 would probaby slow the game down quite a bit.

had some thoughts. i think it would get by if two empires wanted to have an unrestricted war and neither of them reported anything to the judiciary race.
also, i can see smartbombs being used against planets without any problems. And since the only way the Judiciary race would know if a planet was fired on is to check the before-and-after population, people might get away with 'fire until weapons are destroyed' orders if they are carefull about it. also on that note, i am not sure how to stop someone from abandoning a planet and blaming their blocader for bombing them. I will have to experiment with abandoning colonies to see what sort of notice is given.
people should not be concerned about the judge coming in and glassing their planets though, all corrective action will be taken by nullifying border claims or declaring free-fire zones, or trade sanction. in the worst case, the judge might step in to defend a race who is being attacked mercilessly without any heed to the RoE, but even that would have a time limit on it (system X will be guarded for a period of 5 months while you regroup and other races have a chance to retalliate on your behalf, or something like that)
so a powerfull race or a powerfull alliance could basically stomp all over the rules of engagement if they were able to wait out the sanction periods, and avoided firing on judiciary ships. (which is cool, but also why 10 players would be good so that there would be enough players to discourage a couple people from abusing the others)
Basically the only way to get the Judiciary race to act is to 1-have them there observing (which they should be doing in most systems anyhow) and 2-file a report when something goes against the rules.

i am supprised i was not able to drum up more interest in this idea. what aspects would people prefer changed? how can the concept be improved upon?
please help, id like to see something like this get off the ground, and i am open to ideas.

Seriously, I like the idea, Puke, but I'll have to sit this one out. I'm already up to my gizzard in games (currently in eight, and I played nine turns tonight).

no curvacious cuties, but i have it on good authority that there will be plenty of globes bouncing about. maybe some penetrations into forign territory?
I have a few people interested on the PBW forum, so I opened the game up. if anyone is interested, go jump in. we can start with 5-10 people, and should have it off the ground next week or the week after.
