Default More on intel

The way intel currently works certainly need some reworking, unless I have missed something. Say I have a CI III and Census Thefts running and a "budget" of 50000 intel points per turn, if I select "divide points evenly", 25000 points will be assigned to Census Thefts which only takes 5000 points to complete! The game should be smarter that and assign nothing more the what is needed to a project!

I guess the same goes for research.

I would like to assign the points more flexible also, e.g. in most cases I know the approx. amount of counter intel points that I need to engage intel attacks, so I would like to set a specific amount of points per turn to the slot that I want. Or if several different intel attacks should be ready in the same turn, I always have to calculate and fiddle around with the divide evenly button and the order of the slots... Maybe counter intel should be shifted to a different window also.

But the biggest hope is, that (after the intel bug is patched) one counter intel project is able to counter more than one intel attack, respective to the accumulated points of the project... and the way it is now (despite the bug) brings up my doubts. Otherwise we get the trouble with the restriction to 12 slots.

That is one of those things I miss about SE3...you were able to divide research by specific percentages. You could give 50% to one, 49% to another, and 1% to finish the third project (or however many projects you had going - pick your numbers.). With that system, you had far more flexibility and you could have as many as 100 projects going at once.....

Yeah, in SE3, I found that putting 1% into Medicine gave me the medical bays just in time to keep up with the natural plagues as they increased in severity. I would always be only a few research points behind or ahead, so I'd always have the right medical tech level for the job.
