What does the "land" number mean next to the cost of the mercenaries?

The land number is the province they will appear in if you win the bid. Mercenaries will appear in the Last province you had selected when you went to the mercenary screen. You can change it by selecting a province, and re-bidding.

This also means that you'd better be careful about recruiting mercs in frontline provinces in danger of falling to enemy hands, because if that happens, you will pay the initial cost for them but the enemy player who conquers the province gets the mercs, since he controls thge province and the province nominally pays the mercs.
