Default OT - what can I do about PHS?

Pointy-Hair-Syndrome, ala Dilbert.

It seems to be triggered by budget cuts, but how do you deal with the sudden onset and its effects?

Today was rough. It seems that sitting at my desk waiting for the start of the next job is work, but going to the next office down the hall, to help with computer problems is non-work.
Everyone is nervous, cause nobody knows what'll happen next.

Isn't the Holy Grail to work as an independent consultant charging rates so high that no one can afford to keep you on the payroll for more than the length of one job that a company needs done yesterday?

You get reprimanded for helping a coworker with a computer problem when you should be 'Sitting in your cubicle looking busy'...?

The simplest solution to this is to report your attempt at 'time management and co-worker productivity facilitation' + reprimand to your manager's superior and before you know it, you'll be the one with the pointy hair and irrational attitude....

The holy grail of employers is to contract in staff cheaply who can work while the work is there and be layed off when there's no work to do.... resulting in massive call centers and huge temping agencies.
"I'm a consultant" loses its meaning when someone can be a consultant facility cleanliness operative.

I found the best way to deal with PHS is the Cue Ball cut. Best of all, I don't have to pay anyone to give it to me!
