Default Jeweled Crown Symbol on Province?

What does this denote? I could not find reference to it in the manual.

Victory points. Look at the score graphs, if you are playing with victory points there will be a graph representing victory points. The grey line on the graps is the required amonut of victory points for a win. If you play MP with victory points be sure to guard or fortify provinces with victory points in, otherwise one of the players is bound to make a far summons or stealthy unit coup attempt sooner or later.

I notice that it did get left out of the manual when it was explaining the different symbols that can appear on the map.

Does this mean to imply that in SP the AI won't try a stealth coup or other quick win type grab? Does that mean to imply that the AI doesn't know how to react to VPs very well or at all?

How about the other VP conditions? Does the AI react to them?

Just to verify this - if a province with VP has a fort, the fort must be stormed to gain the VP (ie if a fort in a VP province is under siege, the defender still holds the VP)?
