In a race design creation file what does spaces per one mean?
In same file what does Majority Weapon Family Pick do if you choose more than one?
In a race research file what does the AI state mean and can it be changed?
In same file what does Tech area min percent mean?

Well, I haven't dealt with AI issues, but there are lost of people here who have.
As for "spaces per one", that would indicate how many of these components should you try to add depending of ship size.
ie. 300 spaces per 1 -> One of these on destroyer or less, two on BCs and under etc.
Lower numbers would get you more components on the ship.
*I'm just waiting for the AI modders to correct me and fill in the other answers, now.*
I figure that the AI state would be related to whether they are at war, sealed off, happy, etc.
EG. If the AI was at war, they should probably start researching weapons more.

AI State is used in multiple files; I think it's hardcoded into the game how the AI determines it's state. And, obviously, that state determines research, facility construction, ship construction, etc.
Tech area min percent is SUPPOSED to be used to limit the number of techs being researched at one time. E.g., if a "Min percent" is set to 100%, the AI should attempt to devote its entire research output to that tech area. 50% means it should only have two tech areas being researched, the 50% area and one other. However, from discussions in other threads, this setting seems to be broken, and the AI always keeps 4 projects going simultaneously.

I'm still a little, well a lot, confused about that spaces for one line. In some of the races there are numbers over 10000 so I don't think it referances the hull size.
Anyone able to give a simple explanation about the line?

Here is how i 'think' it works:
SPACE divided by the AMOUNT set on the spaces per line and always rounded down to next integer is the amount of components the design has.
For example:
Base ship has 1500kt space and the spaces per one line is set to 255kt. Base ship will now have 1500kt/255kt=5.88 rounded to 5 components. Note that each design will ALWAYS have atleast one component regardless of the space the design has. This is if the spaces per one line is set to something else than 0.
Now if you would like to have say 13 components on the Base ship you should divide 1500 by 13 and round it down to next integer. 1500/13=115.384 rounded to 115. Now if you set the spaces per one line to 115 then each Base ship will have 13 components.
Note that there are other lines that add components to designs. Must have ability X adds one component with the ability in question. This component is not counted in the amount of components stated on the spaces per one line even if they have same ability.
