In my Last game I decided that I wanted to be sure that I had planets that I could later utalize for mineral production but I need at the time for research. So when I colonized them, I simply selected what resourse I wanted the planet as, Mineral, Organics, or Radioative, and then manualy build research facilities on it.
Once I reaced my desired tech level, I went back to these earily planets, and toasted all the research facilities, and kicked on the Ministers.
In some cases, I simply build Monoliths and value improvement plants.
This stratigy works well for Finate resources as it saves the planets close to your system for later mining. You get two benifits from them. You can utilize all the building slots for Research in the first part of the game, and then come back later and take out the research and build mineral makers.
