I'm playing an unmodded game, and noticing something that seems like a change to me, or an error in the simulator or probability prediction. I could do a bunch of tests to get my own answers, but I thought maybe some of you would be willing to save me some time from the benefit of your own experience (or mania to run tests).
That is, I thought I had observed in the past (other games, pre Gold patch 1.84) that ALL to-hit modifiers were added together BEFORE the maximum 99% or 1% chances were applied. However, in a current simulation, I find that [Edit: details censored by PvK for military intel reasons

I am worried this might be due to (a change in?) the rules for applying the max/min chance, occuring before all factors are applied. At any rate, unless it is some sort of cosmetic or simulator error, it would be a factor to make combats even more lopsided than they currently are.
