I would say they don't stack - I think Storm is reduced precision + half of arrows lost + Rain. But to be honest that's from my imagination.

I've used rain recently in MP and it seems to help quite a bit against Abysia.

Correct me if I'm wrong, but as an added note I think only the unit's base preciscion would be halved/quartered. If the unit has some sort of magical bonus (such as Aim or Wind Guide), that bonus wouldn't be affected by either spell. This is definitely something I've observed under some circumstances.

Hmm.. this surprises me since it seems similar to other effects that don't stack like Eagle Eye and Aim. Is it still the case that Storm and Mist stack to reduce precision?

I wouldn't think it's changed at all.
It's simple to test.

Confirmed. A Precision 10 unit will go to 5 with Storm, then 2 with Mist.

The order in which the BEs are cast may have an effect on the final precision. Because I just recently saw the reverse. Opponent cast Wind Guide, then I cast Darkness, and the Darkness penalty was applied over the wind guide.
