Pretty sure the A.I. players require at least a single planet to surrender. Without a planet contact is lost, and thus the option to surrender gone. Certainly in all of the cases where the computer...

Another way of having the AI colonize Sphere/Ringworlds is to build a few on a map, save it, and then load the map for a new game.

Personally I would not want mobile planets however, mobile asteroid bases would be fun. Of course, I suppose this could be done with a new ship type. Not that a baseship is far from this idea in...

The AI has acted in a similar manner several times in my games. In fact, it has gotten to the point where I assume that they will be declaring war on me when a fleet parks over one of my worlds.
