I'd rather it force your happiness to 100%, but yeah - only having it at 1000 pts and letting you take -%50 and get 800 back is too inexpensive.

Why would it be self repairing? If you did that, it wouldn't be any different than adding more engines or a solar sail. You wouldn't have any drawbacks to using it.

I set that to 50% or 75% all the time. Just make some extra repair bases or ships if you find yourself needing more repairs...

Last I tested this, you only get the resources from ONE satellite in a group over a planet doing this. You'll still decrease the % value of the planet by 1 each turn, which seems like a waste to me...

Using that came in very handy for me in the TG contest, when I needed to shuffle all my population to the ringworlds I was constructing. Each baseship could fill one RW to the 10B mark in one turn...

I wouldn't treat the manual as gospel on the subject. Optimal is definitely better than Good, and I've never seen Pleasant, although I usually don't bother with climate control facilities
