proportion question

ok, is there any way for me to upgrade my mineral miner facility II to mineral miner facility III and NOT go to the megaplex?

Yes. Do not research mineral miner megaplexes

But once you did, the answer is no. Proportions is just too complex, the simple SE4 engine was not designed to and can not cope with multiplicity of Proportions' facilities.
