Is there only one play by website? I am registered there but it seems that the selection of available game is low. Anyone else think so? The one game I am trying to get involved in appears to be setup incorrectly and I was wanting to try another while the first gets it all together.

Yep, only one site (But whatta site!!)
The number of new games varies from day to day, but as a replacement there are always plenty of games.
If you like you can start a new game.
I'd reccomend to join as a replacement in a game if you want instant action.

PBW is a very nice feature but unfortunately it takes a while to get involved in a game. It took me 4 weeks of joining and creating my own game to finally get a game going. Once you get involved in a game it is great but the wait can be a little frustrating. I would like to be able to play some I.P games but the games just take so long for that feature to be very effective.

As Ruatha says, joining as a replacement will get you into the action quickly.
But, I've just created a new game, Networks II. Have a look.
