M3 Scout Car speed (various OOBs)

By coincidence, I noticed that M3 scout car (aka White scout car) seems to have different speed (either 21 or 27) depending on OOB. I managed to find the following cases:

* Speed 27
- USA (OOB 12): units 133 and 378
- Soviet Union (OOB 11): unit 092
- Canada (OOB 30): unit 008
- Netherlands (OOB 29): unit 318
- Polish LWP (OOB 09): unit 046
- Nationalist China (OOB 21): unit 312

* Speed 21
- USMC (OOB 13): unit 104
- France (OOB 06): units 069 and 319
- Great Britain (OOB 07): unit 179
- ANZAC (OOB 15): unit 005
- India (OOB 18): unit 006
- Poland (OOB 02): unit 066
- Czechoslavakia (OOB 37): unit 145
- Nationalist China (OOB 21): 268

(Notice that Nationalist China appears in both lists.)

Whether the proper speed should be 21 or 27, I do not know, but I guess it should be the same for all OOBs.

look on the net and you'll find speed values that work out to neither 21 nor 27 but yes they all should be the same.

On the list........

HOWEVER

The ones names "White scout car" are all 21. The ones named M3 Scout car or M3A1 Scout car are 27 so there is total consistency.....sort of ..........and the variation could come from the difference between "top speed" and "Crusing speed"
