¿Rain = - accuracy?

¿Does the spell Rain reduce accuracy (of the arrows, for example)?

I know that Storm is a better spell and it reduces accuracy but I only have access to Rain and I'm not sure if is reduced in this case.

Rain does not affect accuracy at all. If you need to lower precision of enemy units: Mist, Storm or Darkness are first spells that come to my mind. And Arrow Fend for missile protection.
