Default Regimental/Brigade HQs

It it possible to set unit A0 (HQ) as a regimental HQ with subordinate battalion HQs controlling companies/platoons?

If feasible, this functionality would be ideal for large Eastern Front scenarios.

AFAIK not. Unless you use the "10-tank companies" in one platoon. Then you can form up Russian tank battalions (with all the command and control trouble).

Similarly, you could use infantry platoons of 10 squads to represent infantry companies.

Drawback being that AFAIK you can only have 10 units in a company, so things like motorized rifle companies would need to be presented by two units (one for the infantry, another for the trucks).

As for the tanks, I have also seen references to Soviet tank companies with 7 tank each (3 companies per battalion plus HQ tank).

And heavy tanks were formed (at least late in the war) often in 5-tank companies (HQ+2 platoons), IIRC 4 such companies formed separate Guard heavy tank regiments? Something such.

Re infantry, do not think it would be all that realistic, after all every nation's infantry relied severely on runners/shouting so lack of radios would not hamper C+C too much there, OTOH with tanks it is significantly more important.

Another approach would be to keep the normal company set-up, and then create separate company to represent the battalion HQ assets (recon units, ammo platoon, mortar platoon etc.) and name the commander of this unit as the battalion HQ.

Of course he would not have any direct effect on the companies of the battalion, but at least he would be able to control the elements of the battalion HQ company. Giving this unit an artificially inflated cost would probably encourage players to use it more carefully (in order not to give easy VP to the enemy).
